However, CPS has argued that these workers are “short-term” employees not entitled to union representation under state law. The district also cited their lack of predictable schedules and hours as reasons for their refusal to join the union. This comes amid a dispute between the two politically-powerful labor unions, with the Chicago Teachers Union claiming some miscellaneous jobs were rightfully theirs.
