I have the same problem as Mr. Cowley. I have submitted the appropriate evidence and still am liable for the fine. I complain to ARDC.

I am very dissatisfied with Michael G's decision. Cowley. Michael Cowley, Judge of Administrative Law, Chicago I decided that I broke the plate. I submitted evidence to prove that I did not violate and purchased a license plate in December 2012. I asked the Administrative Board for his decision. I was told by Michael G that my evidence was irrelevant. Cowley and fined! !! My only choice is to sue the city of Chicago and pay up to $300 in court fees. Thanks to Michael G. Cowley is paying extra money to do the extra work. I absolutely hate his being able to exploit people in his place.
